StephenH, That is called a Wire Strike Protection System (WSPS). It works well for powerlines if the aircraft is moving quickly, but is mounted very securely to the airframe and has a long abrasive rail that is part of the helicopter's canopy so the wire is worn down on its slide up the windshield into the cutter. You might have to mount a windscreen to your recumbent and figure out how to mount a bandsaw blade to the center of it as well as a pair of razorblades (in a sideways "V" (>)) at the top of the windscreen to give the final cut of the leashes. Not sure if it would be practical, legal or safe.
