26" or 28" wheels ???

Hi, I am a newbie to this forum and am after some advice

Firstly, I am not sure if this is the correct area to post this thread, so if it is not I would like to apologize in advance.

Basically, I have bought an old and cheap Hercules bike frame. I plan to build a simple bike that I will primarily use for riding 2km into town every now and again etc...

I purchased the frame from Ebay, and it was advertised that is supports the wheel size 26". I was wondering if it would be possible to fit 28" wheels to this frame ???
I am assuming not as the brake positioning may miss (be too low) with the use of a 28" wheel ???

If anyone could advise me if this would be a possible option or not before I buy some wheels, and if so any difficulties involved, it would be greatly appreciated.

I have attached a picture of the frame (in case it helps)
