In NC no, not at my LBS. They sell both used bikes (yes they run the serial numbers first) and the gels and energy bars. I looked at their local sales license the last time I was there and they have a bike shop license and a general merchandise license that allows them to sell just about anything up to a certain point. In this area you get a general license based on your gross receipts and then have add ons for the various other things you want to sell.
