Welcome to Bike Forums. Why not ask your question in the 50+ forum. We have several members who are 70s and early 80s. Perhaps they can help.

I would suggest a trike. No balance or fall issues. Relatively inexpensive.

Not to be mean, but unless this individual actually gets around well and the fall was pure chance, I might recommend a recumbent at spin class.
Figured I might explain my position a bit so as not to be thought too inconsiderate. As has been pointed out a two wheeler will be out of the question. A three wheeler or recumbent may be in order, but then who is riding WITH them, helping in and out of the seat, which they will need after recovering from a broken hip and the requisite healing time. Consider as well that unless this person is or has been a "roadie", you will have to find a safe, flat place to ride.
I know folks will take offense to my putting it this way, but I certainly wouldn't put my mom on a road bike or trike and tell her to "go ride" at this point. I will (and did) recommend she go to a gym, and she enjoys it very much. Not only from a health standpoint, but the other folks she has met there as well.
