Escondido holds CicloVia, no one comes | UTSanDiego.com
Maybe they should advertise. I belong to several email lists and didn't see anything. They have these in San Diego and they draw thousands.

San Diego County Bike Coalition (our local advocacy group) seems to be out of date on this data... their links are broken. This facebook page says there have been three events in San Diego... https://www.facebook.com/ciclosdias Apparently poorly publicized as well.
These events are not getting a lot of publicity... and no doubt due to this Escondido fiasco... are not likely to be well received in the future.
*30th street has dramatically changed in the 30 some odd years since I used to bike from North Park to the Navy Base on 32nd street... it is now a street lined with restaurants and pubs and quite easily welcoming to peds and cyclists... back in the day I used to really hustle to avoid run-ins with some down and out folks along this street. I recently did a walking tour on 30th and was quite amazed at the improvements. There is even a DecoBike stand on Polk and 30th. (BikeShare type thing).

Close a street to cars and open it to cycling.
It really helps to have a way to cycle to the event, at least to some degree.
The crowd it attracts is largely those who fear or at least dislike riding on streets open to cars. If they have to venture into that world they won't come.

I never go to cycling events advertized or not. A bike is just a tool I use to get around and not some lifestyle symbol. I seem to get a long just fine. Thanks for asking!
