One of the problems I notice its the division among the cyclists community. What I mean is that the Mountain biker wants nothing to do with the Road biker, or the BMXer, or the commuter, or the collector who collects classic bikes. So first what we need to do is come together as a whole. Don't hate the motorists neither that wont be good advocacy.
Organize social rides in your town and plan a ride to an interesting place maybe 4 to 5 miles rides around different neighborhoods or on a bike path near by, make a facebook page for it and tell your friends to join something like XYZ Bike Party and visit local business so they would get on board with the idea.
It is happening here in my town and I have seen it on other towns too. Just look at Detroit Slow Roll, it is thousands of people showing up for the group ride once a week. Do not make fun of the guy who shows up on a Huffy, do not make fun of the guy who is wearing skin tie Lycra or whatever, just welcome everybody who is there for the ride.

There are also "Bike Parties" rolling social events. We have some in each "region" of the metro. This is the OG one: San José Bike Party | Building Community Through Bicycling

The experience with our local bike party has been good. It keeps growing and more people are taking up biking. I actually started commuting on my bike after I started riding with the bike party here.
