Yes, the NY law does not state when in the process the grand jury must be consulted, only that a defendant face the grand jury before arraignment.
Your posts here seem to run very heavily to all cops are bad, and frankly you see corruption, conspiracy, and collusion behind every tree and bush. That's up to you, I don't see every event to be best explained thusly.

Maybe that is because the cops that make the news are the bad ones. But you seem to not understand that. Maybe you should start writing stories of the good ones to balance it out.
Review how often the LA Sheriffs Department shows up. It is because most of the department is bad, especially with bicycle and jail issues.
CO state patrol officers do a good job, but they do not make the news.
Aurora Co not so good. Spend much of their time on I70 doing revenue collection rather than protecting the citizens.
Northglenn CO, mostly good cops but sometimes push the limits on upholding the fourth amendment. And the one bad cop around 1970 that sold drugs to high school students and extorted sex from high school girls for dropping arrest; FBI took care of him.
Larimer County Colorado old Sheriff was big into ticketing and harassing cyclist, especially those out of Boulder. His BS lead to a great deal of good when the CO legislature passed new laws supporting cyclist because of him. Current Larimer County Sheriff seems to be doing pretty good.
Black Hawk, CO police, city council and local judge all sucked with outlawing cyclist from riding through town. CO Supreme Court shut them down.
WY cops seem to be pretty good.
In all those cases, good cops no news, bad cops lots of news.
Stop and think for a second about how many threads here are started talking about what some consider bad cyclist. Compare that to the number of threads started talking about good cyclist.

Just saw this update about the case:
How Police Took 4 Days to Track Down Cyclist's Accused Hit-And-Run Driver
Maldonado is being held on Rikers Island at $200,000 bail and is due back in court on June 27.
