Most bicycle headlights have so much "spillage" to begin with, and adding more lumens just acerbates the problem of blinding oncoming traffic. I tried different lens patterns for the type of bicycle headlamp that I use, but none really addressed the issue of light spillage, making me unable to use my bicycle headlamp to it's fullest output on much of my night commutes.

Even with flashing brake lights legal in Cailf, my area is a virtual desert when in comes to flashing brake lights, and the vehicles that had flashing brake lights, I found them as annoying as hell in slow stop and go traffic situations. So add a continual flashing, improperly aimed, high powered focused beam to the mix, especially in a low light situation, that could cause a situation to end up being more than just annoying.

The last, if not only time I ran all lights flashing at all was last week, and I spent most of that time WALKING it. Got a ride home, and the only reason I tried was because I had a new pair of longjohns held at the department store, they were the last pair in my size and I was dealing with stuff I bought more than 6 years earlier then I was 50 lbs. and THREE sizes larger.
We haven't had a real winter in years, until now. I still don't have a proper coat for that. Clown suit.

If I ever do get ticketed, then I will spend the time to find the case and expand the case law to the 9th circuit.
At least my case law in favor of commuting and utility cyclist did get published.
