Here in LA, we don't give the "right-of-way." It's more of a free-for-all aggressive-style driving. Yesterday in my vehicle I approached a 4-way light that was out. No one really stops and allows the person on the right to go. We all sort of slowly crawl out into the intersection and when the cross-traffic clears, we then dart out. You never see a car in the intersection and the cross-traffic waiting patiently behind the intersection. It's fight for your spot to cross or wait forever. Welcome to L.A.

It turns into a 4-way stop sign. I'm always shocked that more people don't know this and just go nuts when they get to a traffic signal that is out. If you are on a bike though, I'd be extra careful. You may have the right of way but you could quickly become "dead right". Good luck.

Cars are bigger than bikes. Cars are heavier than bikes. If car hits bike, no prizes for guessing which one is going to come off worst.

Hence, if the lights are out, and a car thinks it has right of way, I'd just let it go. No way is a biker going to win that one.
