I stumbled across this on google while looking for something else. I think it's got a lot of good info for those just getting into the sport.

The Bicycle Federation of Wisconsin has a publication titled: "Bike Sense, The Wisconsin Bicycle Operator's Manual." It's subtitled "A Guide to the Rules of the Road, Bicycle Handling, Traffic Skills and the Enjoyment of Bicycling Life."

It's a great publication. I picked up a copy at an ice cream store in Clinton, Wisconsin, this past summer. I have not seen it at the few bike stores I've been to recently.
