Proposed Bill - Bike Paths Required On All New KY State Roads

A bill recently introduced in the Kentucky Legislature to require that bike paths/lanes be required on all new state road construction:

State roads? How many new are built every year? Round here most new roads are city/municipal. State roads tend to be rebuilt more than built new.

Any general feeling on whether it will pass? Does it include repaving of existing roads?

I am amused by the comment that bike lanes are fine for urban roads, but wasteful on rural roads.
