Can I do anything about polluting cars?

This morning on my way to the greenhouses, I was passed a landscaping truck that was literally belching a cloud of thick white smoke from the tailpipe. It was thick and nasty enough to literally make me gag and feel sick- I actually pulled over to get some distance between me and the truck. You could see the exhaust flowing like fog for a good 8 or 9 feet. There was no way in hell this truck could pass a smog test, is there any way I can report such a vehicle? I have the license # and the name of the company. I hate to be a busybody or whatever, but I don't think that anyone should have to breathe in such heinous exhaust.

I live in Santa Cruz, CA by the way.
