Unique bicycle commuting programs??

I'm doing research for state legislators on alternative transportation. Would appreciate any local or statewide programs that encourage biking, walking, and use of public transportation. I've found quite a few good programs, but would appreciate input fromt his wonderful network. Please email to douglas.shinkle@ncsl.org or post on here.

Don’t Be Fuelish Competition: May 1 – September 30, 2008

This is a locally created program for Fairbanks, and it's a fun effective way to reduce greenhouse gas emissions. It’s a friendly competition, open to all local organizations, to encourage employees to reduce their fossil fuel usage. People can bike, walk, bus, or carpool to and from work to save miles traveled in a single occupant vehicle. These miles are tallied each month, with a winner of the most miles saved announced at the end of the competition. There will be individual recognition as well - most miles biked, most miles walked, etc... Please sign your organization up today, and spread the word to others. The Chicagoland Bicycle Federation has been promoting events like this for several years.
The competition is on to be the healthiest and greenest company in Chicagoland by logging the most bicycle trips to work during Bike to Work Week, June 7-13.

(Just a word on the thread title. Do you really want only unusual, rare, highly distinctive programs, or do you want, as stated, "any local or statewide programs that encourage biking, walking, and use of public transportation"? Given the NCSL's usual focus, one would suspect the latter, but, being from Illinois, I find it hard to guess what's going on with relatively normal legislators.)
