Interesting article.
seems like the explosion of bike commuters crossing Puget Sound on the state ferries has become so popular the state is considering displacing cars to make room for more bikes! AND it means the state can make MORE MONEY by accommodating bikes by displacing motorists!

Makes sense. I don't live in the ferry-served part of the state but do use them a few times a year.
Maybe the system will eventually need some bike/ped ferries. The boats could be smaller--good for places like Keystone-Port Townsend with their shallower harbor areas.

I would be thrilled if the ferries actually installed some decent racks to hold the bicycles in place. Nowadays when I ride my bike onto the ferry, I stay there with it the entire trip. I have seen way too many bikes along the bulkheads fall over and get banged up, either due to choppy seas, vehicles brushing the bikes or heedless tourists knocking them over.

...i bring a piece of 4mm paracord with and use a simple lash to secure my bike aboard...Having lived on the other side of the sound at times this became my best solution. Even with loaded touring bikes I don't worry about it.
It does sound like bikes will be getting bonifide bike racks on at least the Bainbridge run in the near future.
Let the gashuffers in their single occupancy vehicles wait!
3 less cars means 30 more bikes, twice the revenue and 10 times the passenger load!

I assume the $28.90 is the return fare for a car? / Does the car fare and bike fare include the fare for pedestarians or are those complete fare.

car fare includes all passengers on eastbound trips, bike fare includes rider. Additionally, eastbound (returning) trips are free for both bikes and pedestrians, but cars pay both traverses.
