neither cyclist is in focus?
they're riding the wrong way if it's a two way street (except where mandated by local regulation)

He has a third arm
There is a second cyclist behind the cyclist, totally blocked from view (I can only see his/her shadow).
There are going the wrong way.
Neither cyclist is a piece of real estate for sale?
Some people might be disappointed to find out they were thinking of a different kind of "budd" at the Woodlawn address.
the bicyclists feel safe enough riding they are all over the road and admittedly riding on the wrong side?
sometimes, when there's no traffic, I'll be fourty, fifty feet away from the curb on a wide road. I've done fourty miles an hour on the wrong side of the yellow line when there was no one on the road.....
Also, crossing over and riding on the wrong side to make a 'short turn' is also an oft-utilized bike technique, albeit it can be slightly risky.
There's nowhere near enough context to determine if the cyclists were truly risking their lives and placing (non-existant) traffic into collision avoidance mode, or if they were just meandering like people should be allowed to do along public rights of way. sure, autocentric rules predicate no riding on the wrong side of the road, but how bad is it really?
whats truly wrong with the picture? the fact someone deemed it noteworthy enough to post criticism of on the intermenets.
"Evidence, anecdote and methodology all support planning for roadway bike traffic."
Totally the wrong kind of bike for the rider? -heavy MTB tires and useless front suspension when doing the 'casual' weekend ride?
They're completely oblivious to the angst this photo is causing in the AnS forum?
This is Africa, 1943. War spits out its violence overhead and the sandy graveyard swallows it up. Her name is King Nine, B-25, medium bomber, Twelfth Air Force. On a hot, still morning she took off from Tunisia to bomb the southern tip of Italy. An errant piece of flak tore a hole in a wing tank and, like a wounded bird, this is where she landed, not to return on this day, or any other day.
It's the US and she's riding on the wrong shoulder, against traffic.
against traffic of course...but also the realty sign is not IN the bike lane...usually here the realty sign is IN the bike lane not off to the side
Cool, a bicyclist riding against traffic, another opportunity for me to "take the lane"
the bike is not a fixed gear and the rider is not wearing shants?
"Let's try and keep the constructive answers in the commuting forum." --SheistyMike
First rider appears to be wearing boyshorts...and male.
JesseDuncan:I just love how "cars will be forced to cross the double yellow lines on dangerous limited visibility roads".
I don't want to have a head on but oh god, I HAVE to fling myself into oncoming traffic to pass, theres no alternative!!!
Kathleen's last name is terribly misspelled?
Off-road tires in an on-road application?
The pictured cyclist doesn't look/dress/ride like the OP?
Fat knobby tires are an insult to pavement? Also, keep the flat handlebar pics to the touring forum, drops should be required here.
There is a ninja cyclist hiding behind the first cyclist. Better go up a few threads and get one of those free light do-gooders to get over to this thread asap.
