Do any states or localities mandate youth cycling safety courses?

Do any states or localities mandate youth cycling safety courses?
Recent threads about young cyclists dying have me wondering if any states have required (or voluntary) safety classes for kids. Certainly not the case where I grew up but it would seem to be a sensible forum for both advocacy and safety.

The Alliance for Biking and Walking 2010 Benchmark Report has some interesting information on Youth Bicycle Education Courses starting on page D102.

Mandated cycle training in the US??? Heck, driver training isn't even mandated in some states.
