Bike Lane or Bicycle Wait Zone?

This story talks about the absurdity of this short bike lane,



but isn't that actually some kind bicycle wait-for-the-red-light zone?

I think it's either that or it's where a bike path emerges onto the main street, and it's therefore a warning to cars that bikes may emerge there.

That lane is trying to indicate cyclists to divert to the sidepath.
