so a cyclist got in the way of an organized race?

curious to know if there were no signs/barricades to inform him of the race or if he was just being impatient about wanting to cross the street

It's an unfortunate accident, however, if the cyclist was coming from the sidewalk to the roadway it was stupidity on their part. The fact that the vehicle was quiet is fairly irrelevant giving that bicycles themselves are virtually noiseless.
