If OP's panties are still in a twist, perfect political climate to approach especially a conservative city/borough/town council/assembly member and suggest elimination of bike registration as a cost saving measure. Or at least notices like they put on cars whIch don't blow away.

He said that he checked on it every day - and he had it locked. I wouldn't consider that unattended.
But I guess some people think that if he went and wiggled the bike around instead of just looking at it as he walked by - or maybe faked some foot and tire tracks in the snow - then it would have crossed the threshold from unattended to attended.
