Two things.

It looks like it's been there a while. Why is it "suddenly" news?
and
What is on the other side of the road? A bike path? Another road? Anything?

I saw a lot of those in Denmark, typically as a resting spot before a left (in the given case, right) turn.

I don't think I ever saw someone using one.

Sorry, I'm on an ipad, so can't copy, paste and link a picture, but we have one of those in Coventry (England, UK). If you want to see it for yourself, search google for Humber Road, Coventry, UK, find the railway line and its literally just after the bridge.

The point of them is meant to be to give you a spot to pull off the road, and then cross to the other pavement, where you'll find another two way cycle lane.

Personally, I'd just stay on the road.

Here if there is a path that intersects with BL'd roadway, there is a mini BL width LT lane.

So basically, the road makes a T at these spots and this allows you to orient as if you were going straight rather than turning across a traffic lane?

From the replys:

The cycle lane is there for cyclists to pull in to the left in preparation to turn right across the road. The cyclist can then assess the oncoming traffic so they can cross the main road! Very useful!

Oops looks like it is useful. remember this is where they do not drive on hte right side of the road, so their right is like a left in the U.S.

So you have to deal with two lanes of traffic from different directions, RATHER than a single lane of traffic from one direction.

There's a rather silly bike path along one of my routes. It starts at the intersection where the light poles are, and ends in a deep sand pit. It looks quite nice at first, painted symbols and lanes, etc. What's funny is how many tire tracks you see going into it and the footprints of the riders obviously stopping in a hurry. I hope the link works. If not, next time I ride past there I'll get a snapshot.
