The rider is extremely unsafe. She doesn't have nearly enough lights on the bike.

Doors are closed, and it looks like there are drivers. However, I agree that it looks like a staging area of some sort. And the busses are not about to pull out at the same time. Combine this with previous troll-posting and I say "meh".

Assuming the bus on the left is in a right turn lane, the girl is just waiting for the light where she is supposed to be. I would maybe roll a bit forward just to make sure that the bus drivers see me.
