It turns something that is a right into a privilege. A privilege that can be taken away.
It will limit free access to public right-of-ways.

An Atlanta news story that offers a little background (11 Alive News link)
The person behind this, other than the legislators, owns a trucking company.
Jim SyfanCEO owner at Syfan Logiistics and Turbo Truck Center

He's upset because a cyclist rode in the middle of the road and "flipped him off".

Some additional info from the League of American Bicyclist

What's amazing there is that he has never in his life been flipped off by someone in a car. Otherwise surely he'd be trying to get cars banned from the roads, right?

And I thought Chicago and Illinois was bad....sheesh! Good luck Georgians!

I would pay a small amount in a registration fee IF I knew it was going towards programs to improve the biking infrastructure in Chicago, but we all know it wouldn't. Just go to line Rhammy's pockets or fund some other corrupt politician's campaign.

According to the news I am watching right now...the bill will be scrapped tomorrow...there was a public hearing tonight and there was two hours of cyclist's reacting angrily! The legislators even said that they did not expect it to pass...our government at work!

Good. I know your last sentence was facetious, but really, that's how the legislative process is supposed to work.

Yes, last sentence was facetious, but, I disagree about that is how it is supposed to work. I do not think our legislators should be taking the time/effort to put a bill together that they expect to be voted down. They should be putting together solid, positive legistlation that moves our city/county/state/country forward...not working on things that are "doomed to fail."

Yes, there should always be debate and discussion...but...not legislation aimed at "getting their name" out there...that is politics, not government.

In the video the lawmakers come off as trolls who were deliberately trying to outrage people. More likely they are just backpedaling hard. I wouldn't be surprised if they got a lot of calls from wealthy people in their districts that also happen to ride bikes. Hurrah for the triathletes?
