Astounding Police Work
We had a recent thread decrying the lack of effort by NYPD in a hit-and-run smacking of a cyclist. In my experience, the story depicted is fairly typical in terms of indifference on the part of law enforcement. However, things may be changing. Here's a story in which the local Highway Patrol has managed to determine who killed a cyclist even though there were very few leads. Unfortunately, they still have to apprehend her.

This is the same office that in the past has completely botched slam-dunk investigations of drunk drivers who have killed cyclists. It may be that they only put effort into this case because the victim is retired military (many CHP officers are vets), but even if that is the case, I am pleasantly shocked to see this office perform at this level.

Police departments are like any other organization, in that there's a spectrum in the personnel. It seems this case won the lottery and was assigned to a bulldog.
I am curious about how he cracked the case, and why it took so long, and hopefully that'll be reported eventually.
However, I'm most curious about what is meant by a $50,000 warrant. Did someone have to pay off a judge? Or is that some sort of set bail amount before the arrest even happens? Around here, bail is set at arraignment, and arrest warrants are free.

$50,000 is the bail that has been set by the judge according to schedule. It's written on the warrant, hence, "$50000 warrant." You'd have to read the warrant to see if there's a 10% option. You can only pay bail in the state it's issued. If she's caught in Nevada, for example, she'll have to be returned to CA before she can pay and be released.
