Here it is not... yet.
I thought I answered this ... I'm working on a new computer ... and things take time.

Here it is against the law to talk on a hand held phone; hands free is acceptable. The fine I believe was €130 for that offense but they recently upped the fine for a lot of offenses. I wouldn't be surprised if the fine were €250 or so.

There was one memorable verbal incident, that I had with a woman motorist, that became the tipping point in my buying video cameras, and videoing all my bicycle commutes/rides from then on.

I would think one would learn to anticipate such a reaction.

Try my technique:

Make the telephone gesture just like you did, then take your imaginary phone and pretend to shove it in your arse, then point at the offender with your index finger.

I have done this many times while track standing. It only takes two seconds and sends a clear signal. But I only use it against someone who truly endangered me due to phone distraction most often blowing a stop sign because their eyes looked at me but the brain didn't get the message on time due to mental phone constipation. Then when they panic-stop, give the phone-in-arse suggestion.

Take your mime routine one step further and enjoy the resulting facial expressions.

Your silly "technique" besides being juvenile and obnoxious, could be interpreted by another safety nanny as distracted cycling, who might aim rude hand gestures (or worse) towards you. It certainly sounds like you are looking for trouble.
