Unless there is a specific law against distracted driving/cycling, it's not illegal. Not the brightest move on the part of the cyclist either, especially if he/she was riding with only one/no hands on the handlebar.

well, since we've gotten back to the legality of this, it's probably illegal. It appears that Louisiana law requires one hand on the bars.

Interesting. California law prohibits carrying something that prevents you from putting at least one hand on the bars. But it doesn't require you to keep one hand on the bars at all times. Since a flute can be carried in one hand, it wouldn't violate this statute.

well, if the Louisiana statute reads that same way, it could go either way depending on the enforcement. I drive no-hands all the time, never figured that was legal
