I lived in the City of Duluth for four years(2002-2007). I once did a day-long ride, south on the Willard Munger Trail. I passed through several small towns. I was going to go to a small town south of Minn.-St.Paul, but blew a tube in Sandstone and my spare was ruined. I was ill-prepared for that trip.

And you can't assume that I will be sedentary just because I stopped cycling in traffic. Last weekend I put in 51.6 miles on my longboard on a nearby Rails-2-Trails. This weekend I will do same on inline skates. ZERO risk of being run over by a car, slightly higher at some intersections with country roads.
ZERO - 2 of those fatalities occurred each year on the route I would be driving to work. It would be far safer for me to drive to work. But still I CHOOSE to take the extra risk, cycle to work, and not whine too much if I get clobbered no matter who is "at fault". I know full well what is at risk.
Additionally, with over 30,000 US traffic fatalities every year, using the roads is still risky.

There is a difference between a "victim" and an "innocent victim".
An example of an innocent victim is someone who gets struck by a meteorite while sunning on the beach. A "victim" is someone who steps on a stingray while swimming in the ocean.
One of these^^ things is the result of choosing to "take a chance' while the other is just someone minding their own business doing something generally assumed to be totally safe. The person stepping on the stingray has to accept some of the blame for putting themselves in added danger.
Getting hit by a car driven by a drunk driver while gardening in your front yard makes you an "innocent victim". Getting hit by a drunk driver while riding a bike in traffic, which inherently exposes you to drunk drivers by your own free will, is not all that innocent. THIS is what the cop in the OP was trying to get across. YOU make your choices and YOU pay for them no matter who is "wrong" or "right". If you freely take the added risk, don't go crying to him. Not saying the cop is RIGHT for expressing that feeling, i am saying the cop is "right" i.e., ACCURATE in his assessment that cycling in traffic is exposing yourself to extra danger and you should know this.

This posted yesterday on the BikePortland blog Video leads to two citations in case of dangerous pass caught on camera - BikePortland.org
It took a bit of legwork and effort to get anyone to even pay attention to an aggressive driving charge, but it did lead to a citation. I am certain the cited driver will fight, and probably will prevail,it is such a tenuous process that few understand, citizen initiated citations.
I would be more inclined to buy a vest emblazoned with "OPEN CARRY" on the back in big letters.. even if you don't, it would be more likely to effect better behavior than the fear of citiation.
