Need frame recommendation for cargo fork

Hi

Not sure if this is the right place on the forum to post this. I recently purchased a cargo fork from Crust bikes with intentions of making a cheap cargo rig. Here's a link to their site with the fork: https://www.crustbikes.com/products/clydesdale-fork

They say that the requirements for the donor frame are a 72° head tube angle, original 400mm axle to fork crown length, AND head tube that takes 1 1/8" steerer tube. In the text it mentions newer Surly frames but also says old rigid mountain bikes work perfectly. I've been hunting for a few days to score an older, pre-suspension mountain bike. The thing is, all these older bikes seem to have the old standard 1" steerer. 1 1/8" didn't become standard until way later. Suspension forks are way longer than 400mm.

I guess what I'm hoping to find is some insight as to what I should look for. Are there bikes from perhaps the late 90s that meet the requirements? Any advice would be greatly appreciated.
