Extended stem for steering wheel

I am looking for an extended length stem to mount a steering wheel on a custom muscle bike. The frame and fork are a 70's Schwinn Stingray Fastback unit. The bike will have a banana seat jacked up to full height, and I want the steering wheel positioned above that. I figure 18 to 22 inches would work good. The stems the low riders use for steering wheels are too low, and include a provision for handle bars, which I don't want. I remember kids running these set up's back in the day, but I can't find anything now. The wheel itself will be like the type used on muscle cars and dune buggies in the 60's, like this:

Find the correct size pipe/tubing and take a wedge from a stem and use all thread rod to make a lone stem bolt.

Forgot also you might want to buy a pipe flange to use as a top to mount the wheel to
