what's the band inside the back wheel for? doesn't appear to be connected/related to the motor...

it is you can barely see the belt, thats looks like a blast to ride

I agree on the Danger assessment! Would depend on the speed, of course.

I was on a ride this morning, and saw a man with a recumbent-riders-group jersey. On the shoulder on one side, it had an arrow pointing up and said "This End Up". Maybe the rider here needs one of those!
