Has anyone built a bike like this before?
Or am I the only crazy one?
So Im thinking a recumbant trike on the bottom and a tallbike-esue thing going on on top and have one person drive the front wheel(s) and the other drive the back

Also was thinking about just a reguar tallbike and I thought this was the most straight forward design if I was to reconfigure almost all of the tubes on the donor frames.
Thoughts?

A reverse trike is tippy at best, and making it a tallbike would make it worse. A little bit of slope and you're just going to fall over even if sitting still.
If the frong end was built so the whole axle and pedaling mechanism swiveled, then it seems you'd want the person pedaling to do the steering as well. Otherwise the steerer has to be moving the lower person's legs around to steer.
On a normal tallbike, the rider is not up high enough to clear a person below, so you're looking at something taller than that, or having one person's feet in the other one's face.

I've seen some tall cargo bikes that could probably easily be converted to an over-under tandem, but I've never actually seen it done. cool idea. but forget the trike thing and stick with two wheels.

I was googling this last night and found some interesting videos and pictures, but not anything specifically like this. But googling "tandem tall bike" and "double decker bike" pulled up some 2-person tall bikes of varying descriptions. I think Johnny Payphone had one or two in his "History of Tall Bikes" section.
