Touring - Bicycle shoe touching the front wheel

On one of my touring bikes, the front wheel bumps against the side of my bicycle shoe when I turn the wheel sharply. This only happens at low speeds; I normally do not turn as quickly at high speeds.

This would be less of an issue if I did not have a front fender. The fender reduces the distance from the front of my toe to the wheel by about half an inch (1 cm). I cannot move the fender closer to the wheel. Would it help to change the fork to one with more rake?

I am also wondering whether I am experiencing this because I have largish feet, or because I use cleats with this bicycle. On my other bike, without cleats, my feet more easily shift backwards. Maybe I never noticed.

Does this happen to anyone else? I am concerned because I sometimes start to lose steering control when my toe connects with the front wheel. No spills so far.

Toe overlap is very common, especially in smaller frames. I have toe overlap on all my bikes, from minimal to severe, but has never been an issue for me. None of my bikes have fenders.

Toe overlap can be a minor annoyance at slow speed small radius turns. But at normal cruising speeds making turns, your front wheel is never in a position to come in contact with your toe. Your front wheel is only cocked slightly. See for yourself.

funny i just put on front fenders and this has been happening to me a lot. it makes me a lot less sure when making turns at low speeds.

More rake on the forks would help and given you're riding a tourer this should mean the bike would have more relaxed handling characteristics. Of course one of the advantages of smaller wheels is that the problem is solved and this is the solution for many small riders who by necessity have to ride smaller frames.
