Wow thats small. Try a machine shop with a lathe.

13/16 seatpost = 20.5 mm (http://bikepartsusa.com/product_info.phtml?p=01-127668) I found a couple of lengthes in this size. its the same size as old schwinns. stingrays,crusers,varsitys,etc.
what kind of frame do you have?

I have a lemond. Don't have a clue what year it is. Got it from a friend. I'm trying to turn it into a Fixed gear.

20mm! Shees, your best bet is to find a place with a lathe like a previous poster said.
