Do a search. This has been covered several times recently.

Leave you bike at home and take the dog for a walk. Most communitys require leashs so that means your dog will be running along yanking the leash from side to side. A real hazard for those that are sharing the road with you. Plus a real hazard to Fluffy.

With a small or medium size dog, use a trailer and a harness. Run the lap belt through the harness to keep the pooch inside the trailer. Get a used trailer and never haul kids in it after it has been commited to dog haulin' duties. (double meaning)

Frankly I don't think it's safe for you or for other people. If you want to go cycling do it without a dog. If you want to go out with at dog, do it without a bike.
