Aloha from the Big Island!
I didnt want to pay to have my beat up old diamond back to be shipped when I moved, so now I'm pricing bikes.
I've found a 1999 Cannondale V400 in really good shape and I know that they sold for about a grand new back then. What do you think I should offer the guy for it?
Mahalo for your help.

Far from sparky. That bike is 6 years old. You will not be able to put a new suspension fork on it without totally screwing the geometry.
Anything more than $150-200 and he's robbing you.
Learn some manners newb
Find a fair price, and subtract the $300 or so you'll need to sort out your front suspension. At 6 years old, the Headshok is outdated and needs to be replaced, as it's probably stopped working. When you price a new Headshok, you'll realize you need to replace the headset too, so you can run a standard fork instead. Figure at least $200 for a decent fork, plus you'll need a new stem. Oh, that creaking from the bottom bracket area? That NEVER goes away.
Not to mention its a Cannondale, so you are probably limited to 1.25 or 1.5" forks, which are hard to come by, and expensive typically. If I'm not mistaken, the V400 was pretty low-end. I question whether it was really around a grand... a F400 now is under $700 if I'm not mistaken.
Cannondales are limited to their forks, or you get an adapter/reducer and use what you want. Very limited choice, and not cheap to change over either.
