I've been checking out aprox 300 dollar bikes for my mother and so far I only see cables running under the bottom bracket (looks like a bad idea to me). Is this the only way a frame like this goes?

Cables under the bottom bracket isn't an issue. I've run bikes set up that way for years with no problems.
