Bicycle Mechanics - Headtube Squeak?

Last night on my ride I noticed a squeak while pedaling out of the saddle. This morning when I started looking for it, I found that turning the handlebars produced a squeak that came from the bottom of the headtube. Most of the squeaks I've found have been something that wasn't tight enough, but I'm not sure if that holds in this case. Would this squeak be caused by a cap that was too tight?

My alternate theories are not tight enough, or the steering tube needs lube. Can't spend much time with the bike today to test my theories, so I'd appreciate anyone's insight. I'll have a bit of time tonight before a ride to make minor adjustments.

Thanks for the help!You sure it's not the ends of the derailer casing in the cable quides? You don't lube the steering tube. A loose HS typically clunks, and it's easy enough to check. Might be a dry seal, that could be fixed with a small shot of light lube, without taking anything apart.

Good call. I hadn't even thought about that. Will a shot of lubricant fix it, or is there a better way?
