Bicycle Mechanics - what should i use to clean my steel frame bike?

What do you mean?..you have paint on the steel?...mines scratched to hell so water IS a problem.
You could treat the inside of the frame to prevent any internal corrosion.
The search function will turn up many threads.
I don't clean my bike rather I clean and maintain the systems...this does involve water, but not a hose. Clean the drive\chain\rings\cogs\derailers and your brakepads.
Then lube the drive, wipe -done.
Muddy? light hose spray -road grime? rag and citrus cleaner.

Simple Green, Formula 409, dish detergent, any of the high priced "bike wash" concentrates, etc. Use a degreaser full strength for the really greasy stuff like cogs, chain, and pulley wheels.
It's not that big a deal. Like washing a car.

also, wax the frame when your done. It keeps water out better, turtle wax is nice.
For steel? Salt water. Aluminium? Mercury. Carbon Fiber? Acetone.
EDIT: I'm joking, this is horrible horrible advice and will destroy your frame.

As they said, but be careful with simple green on aluminum items. It can corrode aluminum if it isnt rinsed off well. When clean, wax the paint like crazy. Shiny won't rust is the saying I always heard.
Pledge is good stuff for cleaning a frame.

Oh, if you get supa wet riding, tip and pour the water out of the frame if any.
My bike has never slept in the rain outside ever.
