I am thinking about buying a 3-speed Ross Compact bike and the owner wants $125 for it. Is that reasonable? Am I being a cheapskate by not wanting to pay her that much?

I haven't actually seen the bike, but the description makes it sound almost 20 years old with quite a few miles on it.

no. They didn't sell for that much new 20 years ago. What else has appreciated beyond its original value? Ross weren't (and still aren't) top drawer stuff. I'd say $50 is a lot for this bike, even if its perfect. But...some people have an inflated sense of value for some things, often related to sentimental value (which doesn't count for squat to the buyer). If the seller is just trying to gouge you she'll come right off of that price; if it is sentimental inflation, thank her kindly and search on, because she'll only get her feelings hurt when you break it to her that it isn't worth that much.
