McAllen has a club. I'm not sure how to get in touch with them though. I've seen them at races. My in-laws live in Weslaco we tried to locate a group around Christmas without much luck.
It's VERY flat and can be VERY windy there.

There is a bike shop in Harlingen. They should be able to tell you about the rides in the area.
I rode with a group on Sunday and Monday a few years ago. They met on the East side of Harlingen. I can't remember the name of the street now. They are a good group and cover quite a few miles windy or not.
