The adjusting screw on my threadless headset had about a half-turn preload on the bearings as assembled new. I remember taper-roller bearings sometimes have a preload specification for certain applications, the theory being that the load is then evenly carried by all the rollers to minimize wear. The common wisdom for bicycle ball bearings seems to be not much more than finger tight on the adjuster nut to just eliminate play. This adjustment "feel" is rather subjective so I wonder if there's any better measure for how much preload, if any, is OK?
