I have an inseam of 79 cm and I might have a chance of getting a 48 size tri specific bike (650c wheels) for really cheap.
Would I be able to ride the bike ?
What should I do (stem, seat post) in order to ride it ?

That's going to be a tough one. I ride a 48cm tri-specific bike and my inseam is a little short of 73cm. If you are still unsure if you want to buy this bike, I'd recommend testing out a 50 or 51cm to see if you like the fit better. If you're determined to buy this bike, make sure the seatpost is long enough to meet the minimum insertion depth while providing you with the length you need to pedal comfortably. And make sure the stem is long enough so you don't feel "bunched up".
