Let's see, what exactly is doping? Is doping taking a rider's oxygen rich (pre-race) red blood cells and re-introducing it into his system well into the race when he needs it most? Is doping using Performance Enhancing Drugs before, during, and after races? Is it using dope? There seems to be a lot of talk about doping and obviously it’s beginning to be a problem. Maybe there’s too many cheats out there and the honest guys are starting to feel like they can’t compete.

Doping, according to the UCI, is the use of prohibited substances [pharmaceuticals, usually], methods and technologies that might artificially [ie., not through training] alter an athlete's physiology in such a way as to influence the result of a race. Thes include:

Stimulants
Narcotics
Anabolic agents
Androgenic anabolising steroids
Non-steroidal anabolic agents
Diuretics
Peptide hormones, mimetics and analogues

and

Blood doping
Administration of products likely to artificially increase the supply of oxygen or of plasma volume expanders
Pharmacological, chemical or physical manipulation

There are a number of other products and procedures that are not banned, but controlled.
