I just want to adjust my handlebars so that the grips are lower and farther forward; basically just rotating it forward. But after that I'll also want to rotate my shifters and brake levers so that they fit. I was just wondering if this is anything more complicated than loosening, twisting, and tightening again. It looks like it should be pretty easy (although I'm not sure exactly which screw to turn on the shifters) but I want to make sure there's not something I'm unaware of that could really screw it up. Thanks.

It would help if we knew what sort of bars, shifters, etc. you have. Road-type? Flat, mountain-type?
Also the type and brand of shifters and such. They all work a little differently.

Essentially, it's usually easy. The handlbar clamp holds the bar proper, and the various bits on the bar can all be loosened and moved pretty easily.
Don't expect a whole lot of adjustment doing this; for much more than minor tweaks you usually need a different stem, or different bars. Big changes in bar heights may require new cables for shifters, brakes, etc.

Easy, unless CF bars...don't overtighten!
If hex key -most likely metric.
Use the EXACT key size, not one close to -rounding hex bolts is such a pain.

Make sure the bars are good and tight!
What type of levers? Some friction shifters are sneaky how they mount.
If road drop bars..well, that is a different waxball.

I've been riding with slightly loose bars and a hex key in my pocket as it takes me a while to get the pitch right with the stupid risers I'm running.

I attached the photo as a visual aid--sorry I'm not familiar with most of the terminology. I can tell you that I have "Quick Shift" shifters. That's about all I know.
