I'm finishing up my bike build (10-speed Campy Veloce), and everything works except for one thing: shifting in or out of the smallest cog. I'm running a 53x39, 13-29 10-speed cassette, medium cage Veloce derailleur.

As far as I can tell, the appropriate limit screw is set so that the derailleur pulleys are directly in line with the 13 tooth cog. (I've eye-balled it with a plumb-bob hanging off the 13 tooth cog -- looks right to me. It runs quietly in the 53x39 combo). But I can't find a cable-tension setting so that it shifts smoothly from the 13 to the 14 and back to the 13. It shifts just fine from the 14 all the way up to the 29 tooth cog. Any ideas? If I turn the barrel-adjuster counter-clock-wise to tighten the cable and give it an assist from the 13 to the 14, then it becomes almost impossible for it to drop back into the 13. If I turn it clockwise to help it reach the 13 tooth cog, I have to double-click the shift lever to get it to move back to the 14. There doesn't seem to be a happy medium.

I really doubt that the frame or derailleur hanger is bent -- this bike used to run with Ultegra 9-speed for years and it always worked fine, so I'm going to put my questionable skills with a wrench at fault here.

This could be a long shot, but give it a try..
Campy rear derailleur is very sensitive to the way the cable is clamped in. The cable clamp has V grooves where the cable MUST sit in. It ensure that the cable is clamped at the appropriate angle... If it doesn't, your shifting will not be linear, and it will impossible to tune it so it shifts smoothly the whole range.

The rear derailleur one-page manual has a drawing that shows you how it should look like..,
