I am looking for road tires that have, well, vibrant colors. Green rubber, yellow, orange, blue...? If anyone can help where I may find these or who makes them, I will appreciate that. I just want to add more color to my already black frame.

Are we talking about full on solid, or will you settle for stripes? Because I know Vittoria does stripes.
Conti makes orange tire
Vittoria makes green tire.

I'm using Conti GP3000's. They come in a bunch of colours and they're excellent tyres.

I had the Performance Forte Kevlar with yellow sides. They were light, the sidewalls weren't rip-resistant and the yellow faded badly. Running plain black Conti Gator-Skins now.

Wow, those are hands down the ugliest tires I've ever seen.

Vredestein
Most all of the name-brands make colored tires. Just find the one that you like best in your price range. My fave is Vredestein, but not just for their colors which are nice too.

It's a whole other story when they're in motion: http://www.tandemhearts.com/rbw-2004/
And the colors shift depending on your point of view.

I picked up some Kenda Kontenders for a couple bucks (well, more like $9) at Nashbar. Bright green. Seem to run fine, although I don't think they have as much traction as a carbon tire in the wet, which is something I've heard about other coloured tires as well.
