As for conventional tandems, an older Schwinn Paramount, Gitane, Jack Taylor, and many other tandems built before the mid-80's will tend to have fairly short top tubes.

Our local former Schwinn dealer has a very well-documented Schwinn Paramount from the early '60s which has a very short top tube, indeed. Of course it is strictly a racing bike and has very agressive geometry, especially compared to the models built today.
