If I am using a fluid trainer "on the level", would I be able to get the (change of muscle) effect of hills by raising the front wheel a bit? I know it is not the same as gravity but....

Yes, raising the front wheel mimics the position of climbing. It's not exactly the same as climbing, but it's pretty good.
