How is that a catch? You are required by law to have ID, why not have a drivers license as ID? It's not like you are required to drive if you have a license.

True, but why require a DL of someone that may be a dedicated cyclist and never need to drive? It is rather like saying you must be sighted to work at the Center for the Blind.

In many places, getting a driver's license is a two or more year process and very expensive. There is little justification to get one just for ID if other forms of ID are readily available.
Does the job in question require the use of a motor vehicle or not? That would seem to be the important question.
Administer and expand the City of Milwaukee bicycle rack and locker program.
Does that mean taking out lockers and racks and installing them? That might require driving a city vehicle...
I'm guessing yes,you will have to drive a city vehicle in the course of this job. I can just imagine the boss saying drive 15 miles to the other side of town and look at this site for a path,rack,jobsite, whatever. There will also I'm sure be meetings to attend. I don't see where having a drivers license is a big deal as a requirement for employment, especially in a municipality where your work can be anywhere in a given day.
