Scored an older LeTour at Goodwill for a friend that is roughly 6'2/6'3 and I would say its a 61/62cm - but getting on the bike (me/5"10) the reach to the bars seems really short? Whats with that, is this more of a touring bike setup? My buddy appears to be perfect on the stand over test, but Im sure his arms will be crunched up with the short reach, is that common for this bike or bike from older days? I think the c to c is 22 1/2 inches.

Why don't you actually measure the C-C seattube and toptube lengths? Metric would be good. A real touring setup would often have canti or centerpull brakes.

Could be several things; saddle fore-and-aft adjustment, a stem with short projection. Or it could be a short toptube.

Or your arms could be too long. :D

Seat is all the way back, stem looks on the longer side of average, anything longer would make for a not so controlable ride. Not a big deal, just thought it was odd on such a large sized frame?

They made Le Tours and Super Le Tours in all sizes. Mine is huge frame I got it that way, new. If the distance form goose neck to seat is too short my back hurts.
The LBS can get a diffrent goose neck to make the seat tp handle bars longer.
