Is it possible that some racers in the Tour d'France are using 23 mm tires instead 19 mm?

On some stages, teams will use 25mm tires. If their sponsor does not supply a 25mm tire, the team uses "magic makers" to cover the brand markings on the tires.

I'd be rather concerned if any rider is using a TT tire or track tire in the mountain. Not even one a skinny 120 pound riders should trust his life to a 19mm tire coming down a mountain at 60 miles per hour.
